'A Cultural Marketplace' for Communication : In order to create a cultural hub, programmatic complex were created including diverse functions ranging from cultural and educational facilities such as lifelong education center, public juveniles institute, youth center, gong cart library, women's welfare center, and pavilion for the aged up to economic facilities contributing to regional life such as market for a direct transaction between cities and villages, morning market, cooperative society for organic farming, and rental spaces for the stop loss job. Even though architectural task is limited to designing separate spatial units surrounding plaza, it is expected to be more active in not only making unnecessary redundant investment minimized but also constructing a cooperative system by overcoming collective selfishness in each economic sectors, thereby enhancing spatial use. It is hoped that a non-hierarchical arrangement of programmatic facilities based upon logic of traditional marketplace could ignite diverse communications among people of different generations, classes, and races, crossing temporal and territorial differences. It is an architectural ambition that, through the continual programmatic intervention and production, a cultural marketplace, a whole whose meaning is bigger than the sum of all its parts, is created.

A Plaza as 'Urban Room' : Considering its characteristic as a landmark in Seocheon, plaza was translated into 'Urban Room' so that the new identity of cultural hub could be created by unifying all its discrete spatial elements with the application of exposed concrete to all buildings from the ground level all the way up to the skyline. A careful consideration for spatial arrangement and facades has been made so that all facilities surrounding plaza function as a whole, thereby delimiting a room. A spatial depth has been also created by placing a slanted box(youth cultural center) at a visual climax so that directionality could be sensed outwards from the center of plaza. As one follows the curved plaza and passes under a box with bronze finish, one gets such unusual notions as a continuous city, a city within a house, and a house within a house by experiencing the blurred borderline between city and architecture. Furthermore, a strong yet dynamic sense of rhythmic public place is created by intermingling diverse functions with changeable boundaries.

Creative Contingencies for Sustainability : Considering the increasing uncertainty and unnecessary expenses of contemporary society, this project was dealt with in terms of a flexible system open to further change rather than a self-fulfilling closed one. For example, most multi-purpose facilities were placed at spots important to formation of the sense of plaza. Taking advantage of large areas under plaza, GWHP system was employed to cut the long-term energy expenses.
